PROTOCOL FOR THE MANAGED CONDUCT OF MASS GATHERINGS WITH AMPLIFIED MUSIC

AIM: The safe conduct of mass gatherings with amplified music in St. Vincent and the Grenadines in a manner that reduces the risk of the transmission of COVID-19 in St. Vincent and the Grenadines.

OBJECTIVES:

1. Minimize the potential for creating a COVID-19 super-spreader event. 
2. Reduce the exposure of attendees/patrons of mass gatherings in SVG to SARS-CoV-2.
3. Early identification of attendees/patrons of mass gatherings suspicious of having COVID-19.
4. Facilitate contact tracing and the early containment of COVID-19 in the event of exposure during a mass gathering.

The managed conduct of mass gatherings with amplified music will be a collaborative effort involving the RSVGPF supported by the Health Services Subcommittee Core Team. The stringent measures of this protocol recognize the increased risk of the spread of SARS-CoV-2 in St. Vincent and the Grenadines due to the increased arrival of travelers from countries with many cases of  COVID-19 and the reduced quarantine requirements in SVG.

PHASE #1: July 3 to July 31, 2020 – Mass gatherings with amplified music:

1. Only outdoor gatherings with amplified music with a maximum of 200 persons will be allowed. 
2. Temperature checks of all patrons must be done. Any patron found to have a temperature greater than 100.1’F MUST be referred immediately to the COVID-19 Hotline (534-4325).
3. Sufficient sanitizing stations at a ratio of 1:20 persons must be maintained through-out the event.
4. The outdoor venue must have sufficient space to allow for 3-6 ft physical distancing between patrons/attendees.
5. Facial coverings by a minimum of 90% of the patrons/attendees is strongly recommended/required.  
6. All patrons must be encouraged to download the MOHWE Patient Reporting APP to facilitate the early identification of new suspected COVID-19 cases. (Ready by mid-July)
7. Adequate toilet facilitates with hygiene practices sufficiently maintained must be available at all events. 
8. All food safety protocols must be strictly adhered to.
9. Approval by the Health Services Subcommittee for the conduct of the event may require actual physical inspection by the Environmental Health Team.

PHASE #2 – August 1 to August 31, 2020 – Mass gatherings with amplified music:

1. Outdoor gatherings with amplified music with a maximum of 500 persons will be allowed. 
2. Indoor gatherings with amplified music with a maximum of 200 persons will be allowed.
3. Temperature checks of all patrons must be done. Any patron found to have a temperature greater than 100.1’F MUST be referred immediately to the COVID-19 Hotline (534-4325).
4. Sufficient sanitizing stations at a ratio on 1:20 persons must be maintained through-out the event.
5. The venue must have sufficient space to allow for 3-6 ft physical distancing between patrons/attendees.
6. Facial coverings by a minimum of 90% of the patrons/attendees is strongly recommended/required.  
7. All patrons on entry must be encouraged to download the MOHWE Patient Reporting APP to facilitate the early identification of new suspected COVID-19 cases. 
8. Adequate toilet facilitates with hygiene practices sufficiently maintained must be available at all events. (This will be ascertained upon application)  
9. All food safety protocols must be strictly adhered to.
10. Approval by the Health Services Subcommittee for the conduct of the event may require actual physical inspection by the Environmental Health Team.

Please note that this protocol may be revised at any time at the discretion of the Health Services Subcommittee of the National Emergency Committee/COVID-19 Task Force, Ministry of Health, Wellness and the Environment.
