DAILYMAIL – Russell Vought, the acting OMB director, told reporters at a briefing on the shutdown that ‘Tax refunds will go out. That is something we will send out guidance on.’
The IRS has not started preparing for tax season yet but most of its staff have been furloughed, leading to concerns refunds could be delayed if the shutdown continues much longer.

The government shutdown is on Day 17.
The administration is trying to make the shutdown as ‘painless as possible consistent with the law,’ Vought said.
‘We’re going to continue to take steps like that to mitigate the impact,’ Vice President Mike Pence said of the tax refunds.
