    IRC Hosts Regional Legal Consultation on Establishment of CBI Programme Regulator

    ECCB Connects Consultation on Legislation to Establish the CBI Regulator with IRC Consultant, Attorneys General and Chief Parliamentary Counsel Wednesday, 7 May 2025, Aurora Anguilla Resort and Golf Club, Anguilla

    Anguilla, 7 May 2025 — The Interim Regulatory Commission (IRC), the technical working group appointed by the five Citizenship by Investment Programme (CBI/CIP) Participating States, hosted a regional consultation with Attorneys General and Chief Parliamentary Counsel to review draft legislation for the establishment of a Regional Regulator for these programmes.

    The in-person meeting, held in Anguilla on 7 May 2025, marked a significant milestone in the ongoing efforts to strengthen governance and oversight across the region’s CBI initiatives.

    This joint consultation follows a series of in-country meetings conducted between March and April 2025, where Legal Drafting Consultant Lydia Elliott engaged individually with Attorneys General and Chief Parliamentary Counsel from each participating state. These sessions were instrumental in gathering jurisdiction-specific insights to inform the legislative drafting process.

    During the Anguilla consultation, the Attorneys General and Chief Parliamentary Counsel provided valuable legal guidance to support the finalization of a robust legislative framework for the Regional Regulator. Their contributions are essential to ensuring the Regulator is grounded in sound legal principles and can operate effectively across multiple jurisdictions.

    The IRC remains committed to working collaboratively with national stakeholders to enhance transparency, accountability, and uniformity in the administration of Citizenship by Investment Programmes in the region.
