JAMAICAOBSERVER – Jamaica, over the years, has demanded international attention in various endeavours, sports and music in particular, as well as the less-glamorous illegal export of high-quality ganja.<\/strong> <\/p>\n\n\n\n

Now, with the creeping legalisation of cannabis (ganja in \nJamaican parlance) in countries across the globe, a European \norganisation has reached out to the Caribbean island to become involved \nin the fledgling legal local industry.<\/p>\n\n\n\n

SICPA Holdings, a Switzerland-based multinational company, \nknowing the potential of \u201cthe weed\u201d, has sought to lend its expertise in\n protecting the Jamaican product and maximise returns as more countries \ncome aboard in legalising or decriminalising cannabis.<\/p>\n\n\n\n

Representatives of the company visited the island recently to inform local players of the possibilities of its involvement.<\/p>\n\n\n\n

\u201cJamaica has an internationally recognised cannabis heritage that\n is transitioning into a formal regulatory framework for medical and \nsacramental use. As one of the fist countries to enable a national \nframework for cannabis, Jamaica has a unique opportunity to shape \nregulatory perspectives in other countries,\u201d Alex Spelman, \nvice-president of SICPA Holdings, told the Jamaica Observer<\/strong>.<\/p>\n\n\n\n

\u201cJamaica will also face unique challenges in transitioning the industry and effectively ensuring compliance of licensees both in country and in potential import and export markets in other countries with cannabis regulatory frameworks,\u201d he explained his proposal to become involved in the country’s ganja industry.<\/p>\n\n\n\n

According to Spelman, as a trusted partner of governments \nworldwide, SICPA brings deep experience working with regulatory \nagencies, law enforcement and customs and border control authorities \u201cto\n ensure the integrity, safety, and oversight of more than 50 billion \nunique items each year subject to regulatory control including tobacco \nand alcohol\u201d.<\/p>\n\n\n\n

\u201cSICPA believes its unique understanding of compliance, \ntraceability and global trade security can greatly benefit Jamaica in \nstanding up and sustaining its cannabis regulatory frameworks,\u201d Spelman \nsaid.<\/p>\n\n\n\n

He was, however, uncertain about the level of financial \ninvestment that his company would make in Jamaica saying that the \noutcome of discussions with the Cannabis Licensing Authority (CLA) would\n determine.<\/p>\n\n\n\n

\u201cThe CLA will be making a determination on what systems and \nprocesses it chooses to deploy to support its regulatory objectives \nincluding any expenditures required to be budgeted or invested,\u201d Spelman\n told the Sunday Observer.<\/strong><\/p>\n\n\n\n

Nonetheless, Spelman said his involvement would see the \nprotection of all cannabis growers, large and small, as well as \nretailers.<\/p>\n\n\n\n

\u201cSICPA’s traceability solutions are designed for use by \ngovernment for track and trace of cannabis activities from seed to \nsale,\u201d he said.<\/p>\n\n\n\n

\u201cOur traceability solutions are utilised directly by licensees or\n via electronic integration with software solutions in use by licensees \nvia Applicable Programming Interfaces (API) to submit regulatory and \ncompliance information.<\/p>\n\n\n\n

\u201cOur traceability solution leverages secure unique identifiers \nthat utilise banknote grade anti-counterfeiting technology. These \nidentifiers are placed on all plants and products \u2014 down to the \nindividual retail unit level of product \u2014 created throughout the supply \nchain to ensure that all physical plants and products can be quickly and\n easily verified and all products are securely matched to the data in \nthe traceability solution.\u201d<\/p>\n\n\n\n
