VINCENT AND THE GRENADINES BID FOR UN SECURITY COUNCIL SEAT"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Overview<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saint\nVincent and the Grenadines is the Group for Latin America and Caribbean (GRULAC)-endorsed\ncandidate for the Security Council for the term 2020-2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\nare grounded in our respect for sovereignty, diversity of views, dialogue and\npeace and development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\nare committed to the bedrock foundations of the UN Charter, namely: sovereign\nequality, non-interference and non-intervention in domestic affairs, and\ncollective cooperation in solving global problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\nbelieve that solidarity, consensus-building, integration and multilateral\ncooperation are key to solving the world\u2019s problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>About Us\/ Our Approach<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\nare a people who have confronted all past and current challenges &#8211; from\ninvading armies to encroaching seas &#8211; with an indomitable spirit of verve and\noptimism. We believe that, whatever the future brings, our faith will see us\nthrough. A faith in God, in ourselves, and in the principles that bind us\ntogether as a nation and as a Caribbean civilization. We approach our\nmultilateral engagements with a similar spirit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our International Agenda\nfor Corrective Action includes:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Tackling\nterrorism (whether state-sponsored or not)<\/li><li>Stemming\nthe spread of weapons of mass destruction<\/li><li>Dealing\nseriously with human trafficking<\/li><li>Taking\na stand against illegal drugs and small arms<\/li><li>Treating\nappropriately with refugees<\/li><li>Doing\nall it takes to stop violence against women and children<\/li><li>Tackling\nscarcity of food and water and other humanitarian concerns<\/li><li>Continuing\nour war against diseases<\/li><li>Addressing\nClimate Change comprehensively<\/li><li>Righting\nhistorical wrongs through our decolonization efforts and our quest for\nreparatory justice for native genocide and African slavery<\/li><li>Working\ntowards improving the working methods of the United Nations Security Council (UNSC)\nto make it a more legitimate, representative and effective body.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A word on\nnon-intervention and non-interference<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThe principles of\nnon-intervention and non-interference are of particular importance to Small Island\nDeveloping States. Lacking military might or economic wealth, and constrained\nwithin narrow borders, we owe our existence as nation states to a global recognition\nand respect for the principle that no other nation &#8211; large or small, rich or\npoor, near or far &#8211; should be allowed to interfere in our sovereign affairs or\nintervene in matters properly resident in our domestic jurisdiction. Without\nstrict adherence to those tenets, small states&#8217; existence dangles precariously on\nthe threads of great power intrigue or changing perceptions of our strategic\nsignificance. Without these principles, our international order reverts to a\nbarbarism in which the strong are doing what they can and the weak merely\nsuffering what they must. This is unacceptable. Because of our undeniable\nreliance on this cornerstone of international law, Small States are among its\nstaunchest defenders. Every violation of the principle of non-intervention \u2013\nwherever it may occur &#8211; is an indirect assault on our own survival.\u201d \u2013 Hon.\nPrime Minister, Dr. Ralph E. Gonsalves<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Small size is no\nimpediment to impactful contributions on the world stage<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saint\nVincent and the Grenadines has played a leadership role in the UN&#8217;s\npost-Financial Crisis response; in revitalization of the General Assembly; in\nSecurity Council Reform; in advancing the Law of the Sea; in Small Arms\ncontrol; in ambitious measures to combat Climate Change; in the global response\nto Non-Communicable Diseases; and in pushing the agenda for reparations for\nnative genocide and African slavery. Most recently. Saint Vincent and the Grenadines\nchaired the Administrative and Budgetary Committee of the United Nations, and currently\nserves as the president of the Economic and Social Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Unique Perspective of a\nSmall Island Developing State<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nperspectives of small states &#8211; inclusive of Small Island Developing States &#8211;\nhave been historically the least heard in the Security Council. As the threats\nto international peace and security have evolved in diverse ways, so too, has\nthe need for a diversity of viewpoints on the Security Council increased. Small\nIsland States have largely solved &#8211; and solved spectacularly &#8211; the challenge of\nforging peaceful, harmonious societies amidst many of the social, ethnic,\npolitical, historical and cultural fissures that traditionally lie at the root\nof many breaches of international peace and security. We have confronted these\nchallenges not with a surfeit of weapons or dollars, but with mutual respect, dialogue,\nand an understanding that unique situations require not static ideological\nsolutions, but flexibility and innovation geared towards the specificities of\nthe issue at hand. We hope to bring this principled pragmatism to bear in the\nSecurity Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Focus on Africa<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saint\nVincent and the Grenadines is part of what is called the \u201c6<sup>th<\/sup> region\nof Africa\u201d, that is, the Caribbean. Our interconnected history, shared roots\nwith our brothers and sisters in Africa and the fact that roughly 70% of the\nSecurity Council\u2019s agenda deals with African issues, demand that we put a\nparticular focus on African issues on the Security Council. Through close\ncoordination with the A3, (three African seats on the UNSC) Member States\nconcerned or specially affected, and other partners, our posture will be one of\nprincipled solidarity with Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Climate and Security<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nclimate threat is unprecedented, urgent and unique. As a small island\ndeveloping state, we know first-hand the effects of climate change and natural\ndisasters. Its effects make it an existential matter of the highest order; it\ngoes to the very existence of our country. On the Council, we will be a voice\nfor SIDS, and for all, on the issue of climate and security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThe rise of climate\nchange as the existential threat of our era has not replaced the persistent\nperil of armed conflict across the globe. The human suffering in Syria, Yemen\nand Myanmar demands greater international attention and action. Similarly, the\npotential threats to international peace and security posed by tensions on the\nKorean peninsula, among the Gulf States and in the State of Palestine require\npersistent and prioritised diplomacy. And the historical injustices done to\nAfrica must be made right as we navigate the myriad and complex peace and\nsecurity issues on the continent.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>But\nwe must be careful not to present a false choice between these issues. We have\nto deal with them all, no matter how inconvenient climate-related security may\nbe<\/em><\/strong><em>.\u201d\n\u2013 Saint Vincent and the Grenadines at the Open Debate in the Security Council\nentitled \u201cAddressing the impacts of climate-related disasters on international\npeace and security\u201d 25 January 2019<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our Commitment to\nDevelopment<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>\u201cThe\nlink between development and peace is well-established; and the link between\npeace and the United Nations is immutable.\u201d<\/em><\/strong><em>&#8211;<\/em> Hon. Foreign Minister,\nSir Louis Straker<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saint\nVincent and the Grenadines has embraced the Sustainable Development Goals and\naligned our national planning with the SDGs. Our achievements to date include:\nzero hunger, universal access to education, improved healthcare, a marked\nreduction in poverty, and ambitious climate mitigation and adaptation measures,\nto name a few.
