Excellence continues to be the standard within the Royal Saint Vincent and the Grenadines Police Force (RSVGPF). The SVG Coast Guard Service has taken another step forward in professional development and operational readiness—one that the Vincentian public can rely on.
Able-Bodied Seaman Dellesha Delpesche has successfully graduated from the United States Navy’s Manpower, Personnel, Training and Education (MPT&E) Course at the NETSAFA International Training Center, Pensacola, Florida. Trained alongside senior personnel from across the globe, AB Delpesche distinguished herself in a demanding programme designed to shape leaders capable of planning, resourcing, and sustaining high-performance units.
The comprehensive curriculum of the MPT&E course advances the science of force development. Areas of focus included manpower systems, recruitment, training pipelines, force shaping, pay and compensation, resource allocation, professional military education, leadership and ethics, supply chain management, and programme management analysis. This advanced knowledge equips the Coast Guard Service with modern tools to enhance recruitment, refine training, and improve retention in line with international best practices.
This achievement represents more than personal success—it strengthens doctrine, enhances administrative precision, and expands the organisation’s ability to deliver first-class law enforcement at sea. The competencies acquired will translate into stronger crews, more efficient logistics, smarter scheduling, and a more responsive posture in search and rescue, maritime security, and disaster relief operations.
The RSVGPF proudly congratulates AB Delpesche on this distinguished accomplishment. Her success reflects the organisation’s deliberate investment in its people, its commitment to excellence, and its determination to build a modern, mission-ready force. Citizens can be assured that every patrol, every case, and every call for assistance will continue to be met with skill, discipline, and unwavering professionalism
