The beaches listed under the Act include Villa Beach, Buccament Bay, Indian Bay, Brighton Beach, RawacouBeach, Layou Beach, Questelles Beach, Campden Park Beach, Barrouallie Beach, Chateaubelair Beach, Rose Place Beach, Sandy Bay Beach, Georgetown Beach, Owia Beach, Fancy Beach, Bequia\u2019s Friendship Bay, and Clifton Beach in Union Island<\/p>\n\n\n\n
But beyond zoning, the Act introduces new costs. Vendors must apply through the National Parks office in Stony Ground, and those selling food or alcohol must secure food handler and liquor licenses. Operators of crafts must comply with maritime regulations. Providence emphasized that these measures are meant to ensure safety and accountability. \u201cYou only need one piece of identification, if you want to do drinks, you would have to have a liquor license. If you want to do food, you will have to have a food handlers license,\u201d he said.<\/p>\n\n\n\n
For many small vendors, however, these fees and requirements represent a new financial burden. Informal sellers of snacks, water, or chair rentals who often rely on beach vending for survival worry they may be priced out. Fisherfolk, too, face adjustments, with some communities allotted space while others, like Villa Beach, are excluded.<\/p>\n\n\n\n
Critics argue that while the law prioritizes tourism and environmental appeal, it risks sidelining local livelihoods. Vendors who once operated freely now face the reality of \u201cpay to trade\u201d on beaches that have long been part of community life. Providence urged cooperation: \u201cWe have a responsibility as Vincentians to take care of our environment. Because the environment feeds us back. We\u2019re driven by tourism.\u201d<\/p>\n\n\n\n
The Act\u2019s rollout signals a broader debate, whether regulation and fees will truly deliver fairness or deepen divides between tourism priorities and community needs.
