The Caribbean Development Bank (CDB) has received approval from its Board of Directors to advance a landmark financing arrangement with the Government of Canada that is expected to significantly expand development funding across the Caribbean.<\/p>\n

The initiative involves a US$200 million First-Loss Portfolio Credit Guarantee<\/strong>, first announced by Canadian Prime Minister Mark Carney during the G7 Leaders\u2019 Summit in Kananaskis in June 2025.<\/p>\n

The approval was granted during the CDB\u2019s 56th Annual Meeting currently underway in Nassau, Bahamas, and represents one of the most significant balance-sheet enhancement measures undertaken by the regional development institution in recent years.<\/p>\n

According to the Bank, the guarantee will reduce portfolio risk, strengthen its capital position and increase its lending capacity, ultimately generating up to US$400 million in additional financing<\/strong> for Caribbean development projects.<\/p>\n

The expanded financing capacity is expected to support investments in climate resilience, sustainable infrastructure, economic growth and other development priorities throughout the region.<\/p>\n

CDB President Daniel M. Best described the initiative as a transformative step for the institution and the Caribbean.<\/p>\n

\u201cThis is an important step towards the agreement that will enhance our ability to deliver on our mandate at a critical time for the Caribbean,\u201d Best said. \u201cIt allows us to increase investment in resilience, opportunity and economic development while safeguarding the Bank\u2019s financial strength.\u201d<\/p>\n

The Bank noted that the guarantee forms part of its broader balance-sheet optimisation strategy and aligns with ongoing international efforts led by the G20 to strengthen multilateral development banks and expand their development impact.<\/p>\n

Canada has also welcomed the initiative as a means of strengthening support for Caribbean Small Island Developing States.<\/p>\n

Philippe Hall, Director of the International Financial Institutions Division at Global Affairs Canada, said the guarantee demonstrates Canada\u2019s commitment to supporting innovative financing solutions that advance sustainable development and resilience in the region.<\/p>\n

With the additional financing expected to become available, the CDB said priority will be given to projects that promote climate action, regional integration and economic development in keeping with the Bank\u2019s Strategic Plan.<\/p>\n

The announcement comes as Caribbean countries continue to face increasing climate-related challenges and growing demands for investment in resilient infrastructure and sustainable economic growth.<\/p>\n
