Twenty four (24) officers at the SVG Coast Guard Service has been promoted to various ranks within the organization. On Friday January 10, 2020, Commander of the SVG Coast Guard Service, Mr. Brenton Cain officiated over an investiture ceremony at the Coast Guard Base where the newly promoted officers received their rank badges. According Commander Cain, this is the largest promotion that has ever been made in the history Coast Guard Service. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

A visible happy Commander Cain congratulated all of his officers on their promotion. He stated that while he is happy for all of the officers, he is particularly pleased with the enlargement of the senior officer corps at the Coast Guard. He recalled that at one time, there was only one senior officer at the Coast Guard \u2013 \u201cbut there are now a total of six (6) senior officers\u201d. This increase he claimed would provide more opportunities for junior personnel to be promoted up the ranks. The officers promoted are as follows:<\/span><\/span><\/p>\n

TO BE LIEUTENANT COMMANDER<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

LIEUTENANT RALPHIE RAGGUETTE:<\/span><\/span> Lieutenant (Lt) Ralphie Ragguette joined the Royal the St. Vincent and the Grenadines Police Force on the 31<\/span><\/span>st<\/sup><\/span><\/span> August 1999 and was transferred to the Coast Guard on 6<\/span><\/span>th<\/sup><\/span><\/span> January 2000. He is currently attached to the Engineering Department as the Engineering Officer. <\/span><\/span><\/p>\n

<\/p>\n

<\/span><\/span><\/p>\n

Ragguette was promoted to the rank of Leading Seaman in June of 2004 and to the rank of Sub Lieutenant in November of 2005. Ragguette was promoted to the rank of Lieutenant in September of 2008. Lt Ragguette is an energetic and committed leader and has a lot to offer this Coast Guard as a senior manager. An individual with Ragguette’s proven aptitude and demonstrated commitment will go a long way in professionalizing the Coast Guard.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Lt Ragguette is a knowledgeable and competent Engineering Officer and in addition to his engineering duties he continuously guides and supervises the Administrative Department and has been instrumental in the reorganization of the Stores. He has contributed significantly to the Engineering Department Preventative Maintenance System which has reduced the downtime in machinery and assets. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

TO BE LIEUTENANT COMMANDER ACTING<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

LIEUTENANT ENOS HAMLETTE:<\/span><\/span> Lieutenant (Lt) Enos Hamlette joined the Royal St. Vincent and the Grenadines Police Force in February of 1994 and was transferred to the Coast Guard in August of 2009. He is currently the Commanding Officer of Coast Guard vessel \u201cCaptain Hugh Mulzac\u201d, among other portfolio. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Lt Hamlette completed several training courses locally, regionally and internationally. Some of these courses are; Regional Security System (RSS) Basic Seamanship, Boarding and Rummage, RSS Phase One Operations, RSS Phase Two Operations, United States Coast Guard (US CG) Instructor Development Course, US CG Boarding Officer Course, National Development Course at the Political Warfare Bureau, Taiwan and among others.<\/span><\/span><\/p>\n

<\/p>\n

<\/span><\/span><\/p>\n

Lt Hamlette is a qualified commercial air pilot and successfully completed studies in aviation at the Phoenix East Aviation School in Florida in 2007. He is also a qualified and certified Polygraph Examiner and has conducted Polygraph examination in a number of RSS States. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

TO BE LIEUTENANT<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

SUB LIEUTENANT VINTON JOHN:<\/span><\/span> Sub Lieutenant (Sub Lt) 362 Vinton John was enrolled in the Royal St. Vincent and the Grenadines Police Force in 1987 and became a member of the Coast Guard in January 1988. He is assigned to the Operations Department as the Officer in charge of Operations and as the Executive Officer of Coast Guard Vessel Captain Hugh Mulzac. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Sub Lt John has completed several courses in the Caribbean, United States, Canada and Panama. Maritime Law Enforcement, International Maritime Officer Training Course, Regional Security System (RSS) Senior Leadership, International Defense Management, National Oil Contingency Plan, International Ship and Port Security Awareness Training, Boatswain’s Mate, Coxswain, Storekeeper, Senior Leadership and Patrol Craft Operator, which he attended at the Canadian Coast Guard College and gained the top student on that particular course. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Sub Lt John recently travelled to Netherlands and Barbados on training of the Damen Spa 4207 Offshore Patrol Vessel (Captain Hugh Mulzac) and was among the contingent that made the historic Atlantic crossing. He also recently graduated from the RSS Staff and Command Course. Sub Lt John contributed to the development of the SVG Coast Guard Service Youth Development Summer Programme tremendously as a Coordinator for eleven years. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

SUB LIEUTENANT WILLIAM THEOBALDS:<\/span><\/span> Sub Lieutenant (Sub Lt) 534 William Theobalds joined the Royal St. Vincent and the Grenadines Police Force\/Coast Guard in July of 1994. He is assigned to the Engineering Department and is the Deputy Engineering Officer and Executive Officer of Coast Guard Vessel Captain Hugh Mulzac.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Sub Lt Theobalds has completed several training courses locally, regionally and internationally. Some of these courses are Patrol Craft Propulsion Systems Overhaul, Regional Security Systems (RSS) Phase Two Engineering Course, Disaster Response, Board and Rummage, Train the Trainers, Senior Leadership Course, Certificate in Disaster Response and Exercise, Certificate in in Training in Strengthening Tsunami Awareness, Emergency Response and among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Sub Lt Theobalds completed two successful tours as an instructor and Maritime Training Officer at the RSS for a period of two and four years respectively. He has completed several Staff training to include the RSS Staff and Command Course, Caribbean Defense and Security Course, Executive Diploma in Public Sector Management and Maritime Operations and Planning. <\/span><\/span><\/p>\n

TO BE LIEUTENANT ACTING<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

SUB LIEUTENANT 422 TYRONE DURHAM:<\/span><\/span> <\/span><\/span>Joined the Royal SVGPF on 8<\/span><\/span>th<\/sup><\/span><\/span> July 1988 and became a member of the Coast Guard on 16th August 1989. He is assigned to the Operations Department as Assistant Officer in charge Operations and Officer in charge Coast Guard Sub Base Canouan. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Sub Lt Durham has completed several courses in the Caribbean, Canada and the United States. These courses included, Patrol Craft Operation, RSS Coast Guard Leadership Course, Boarding Officer Instructors Course, International Senior Rating Seamanship Course, Court Prosecution Course, Regional Exclusive Economic Zone (EEZ) Course, Certificate in Management and several other course to also include, participation in several Tradewinds Exercises. <\/span><\/span><\/p>\n

TO BE SUB LIEUTENANT<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

CHIEF PETTY OFFICER 13 FRANKIE JOHN: <\/span><\/span>Chief Petty Officer (CPO) 13 Frankie John joined the Coast Guard in 1990. He is presently attached to the Operations Department and the Captain Hugh Mulzac as a Navigation Officer. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

CPO John has attended many training courses locally, regionally and internationally. Some of these training courses are; Regional Security System (RSS) Coast Guard Leadership, Training for Police and Prison Officers in Juvenile Justice, Instructor Development Course, Toxic Agent Training, Patrol Craft Commander, Search and Rescue Operations Course, Military Approaches to Maritime Security, Sub Regional Maritime Domain Awareness Workshop, Chief Petty Officer Academy, National Development Course, Disaster Preparedness Operations Specialist, Advance Coxswain Course and among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

John instructed locally and at the RSS level on numerous occasions and represented the Coast Guard (St. Vincent and the Grenadines) at various conferences and workshops overseas. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

CHIEF PETTY OFFICER 413 ANTHONY DELPLECHE: <\/span><\/span>Joined the Coast Guard in 1991, he is presently in command of the Electrical Engineering Department and performs his duties with confidence. He is a self-motivated individual who is highly team spirited and leads from the front. CPO Delpleche completed several courses in the Caribbean and the United States, some of these courses are; Regional Security System (RSS) Basic Seamanship, Maritime Law Enforcement, Electrician’ Mate, Incident Command System, RSS Senior Leadership and Protocol Training.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

CPO Delpleche is an experienced Electrician and is responsible for the supervision and capacity building of personnel under his command. He is also an experienced and skillful boat coxswain. He has served as officer in charge of the Sub Base in Canouan were he was responsible for managing and deploying the vessel on duty. <\/span><\/span><\/p>\n

CHIEF PETTY OFFICER 68 DONALD HARRY: <\/span><\/span>Chief Petty Officer (CPO)<\/span><\/span> <\/span><\/span>68 Donald Harry joined the Coast Guard in 1992. He is presently in command of the Administrative and Logistical Department and performs his duties creditably. <\/span><\/span><\/p>\n

He completed several training courses locally, regionally and internationally. PETTY OFFICER (PO) 237 OSBORNE JOHNSON:<\/span><\/span> Joined the Coast Guard in 1996. He is presently attached to the Operations Department and is stationed at Coast Guard Sub-Base Canouan as a Watch Leader.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

PO Johnson has attended numerous training courses locally, regionally and internationally. Some of these training courses are; Regional Security System (RSS) Basic Seamanship, RSS Junior Leadership, RSS Coast Guard Boarding and Rummage, RSS Maritime Law Enforcement Course, RSS Senior Leadership Course, RSS Coxswain Course, Mass Casualty Management Course, Maritime Drug Interdiction Course, Quarter Master A School and among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

PETTY OFFICER (PO) 300 KENLET FRANCIS:<\/span><\/span> Joined the Royal St. Vincent and the Grenadines Police Force on 15th July 1994 and was transferred to the Coast Guard in August of 2009. He is attached to the Engineering Department as an Electrical Technician, Information technology Specialist and Air-conditioned and Refrigeration Technician. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

PO Francis attended various training courses locally, regionally and internationally. Some of these courses are; Senior Constable Course, Regional Security System (RSS) Basic Seamanship Course, RSS Boarding and Rummage, Effective Human Resource Management, Refrigeration and Air-conditioning, Waterside Port Security and Electrician’s Mate A School among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

PO Francis have also completed training at the United States Coast Guard Chief Petty Academy in the United States of America. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

PETTY OFFICER (PO) 627 ALVIS DANIEL<\/span><\/span>: Joined the St. Vincent and the Grenadines Coast Guard Service 24<\/span><\/span>th<\/sup><\/span><\/span> December 2001. He is presently attached to the Engineering Department as a Mechanical Engineer and the Chief Engineer for the Offshore Patrol Vessel, Captain Hugh Mulzac.<\/span><\/span><\/p>\n

PO Daniel has attended various training courses Locally, Regionally and Internationally. Some of these training courses are as follows: Regional Security System (RSS) Basic Seamanship Course, Phase 2 Engineering, Basic Coxswain, Metal Arc Welding, Junior NCO Management, Advance Small Boat Operation<\/span><\/span>, Advance Outboard Motor Engineering and Logistics, Machinery<\/span><\/span> Technician \u2018A’<\/span><\/span>, RSS Senior Leadership among others. <\/span><\/span><\/p>\n

PETTY OFFICER (PO) 231 EDWIN DURRANT:<\/span><\/span> Joined the organization in 1997, he is presently second in charge of the Electrical Department and is responsible for the supervision of all electrical and electronics operations within the department. Petty Officer Durrant has attended many training courses locally, regionally and internationally. Some of these courses are: Regional Security System (RSS) Basic Seamanship, RSS Boarding Officer, RSS Phase Two Operations, Defense Instructional Techniques, Leadership and Motivation, Small Boat Maintenance, Fiber Glass Repair, Hazardous Material Technician, Computer Networking, Electronics Technician and Electric Motor Rewind. He graduated as an Honor Student in 2002 from the United States Coast Guard Training Center in California from his Electronics Technician Course.<\/span><\/span><\/p>\n

PETTY OFFICER ACTING 753 MELITA BROWNE:<\/span><\/span> Joined the Coast Guard in December of 2001. She is attached to the Operations Department and performs duties as an Operations Specialist.<\/span><\/span><\/p>\n

PO (Ag) Browne has attended various training courses locally and regionally to include Regional Security System (RSS) Basic Seamanship Course, RSS Basic Coxswain Course, RSS Coast Guard Boarding Officer Course, Search and Rescue Planning Course, Junior Enlisted leadership Principles Course, Reef Check Eco Dive Programme, Safe Boats 33′ Defender Class Basic Operations Course, Advanced Boarding Officer Training, Law Enforcement Instructor Development Course, Joint Maritime Control Unit Course and among others. <\/span><\/span><\/p>\n

LEADING SEAMAN (LS) GRAYSON STEPHENS:<\/span><\/span> joined the Royal the St. Vincent and the Grenadines Police Force in August 1999 and was transferred to the Coast Guard in January 2000. He is presently attached to the Engineering Department as an Electrician Technician.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

LS Stephens has attended various training courses Locally, Regionally and Internationally. Some of these training courses the Regional Security System (RSS) Basic Seamanship Course, Life Support Skills, Electrical Technician, Small boat Coxswain, ISPS Awareness Training, Rummage and Boarding Officer, Junior Leadership and among others. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

He is a Small Boat Coxswain and assist the National Telecommunication Regulatory Commission and Fisheries Department in developing training programs for fisher forks in marine communication and Digital Select Calling (Distress Communication).<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

LEADING SEAMAN (LS) 259 DANIEL FOYLE: <\/span><\/span>Joined the Royal St. Vincent and the Grenadines Police Force\/Coast guard in December of 2005. He is presently attached to the Engineering Department as a Mechanical Engineer. <\/span><\/span><\/p>\n

LS Foyle has attended various training courses locally, regionally and internationally. Some of these training courses are the Regional Security System (RSS) Coast Guard Basic Seamanship Course, RSS Basic Engineering Course, Basic Life Support Skills, RSS Coast Guard Diesel Internal Combustion Engine Course, Outboard Motor Maintenance and Overhaul Course, Patrol Craft Propulsion Systems Overhaul, Basic Heating Ventilation Air Conditioning and Refrigeration Course, Junior Leadership and among others. <\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 159 KEVIN PROVIDENCE: <\/span><\/span>Joined the St Vincent and the Grenadines Coast Guard Service on the 23<\/span><\/span>rd<\/sup><\/span><\/span> November, 2011 and is attached to the Operations\/Seamanship Department. AB Providence <\/span><\/span>has attended various training courses locally, regionally and internationally,<\/span><\/span> which molded him into the competent Operations\/Seamanship person that he is today. These training includes and are not limited to; RSS Basic Seamanship Course, Boarding Officer, First Aid, First Responder and the ongoing ISPS and Port and Flag State training.<\/span><\/span><\/p>\n

In addition, AB 159 Kevin Providence successfully completed his Bachelors of Science (BSC) Degree in Environmental Science, from the University if the West Indies (UWI) in 2019.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 11 KEMMY ASHTON: <\/span><\/span>Joined the Royal St. Vincent and the Grenadines Police Force\/Coast Guard in November of 2007. He is presently attached to the Engineering Department as an Electrical\/Electronic Technician.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

AB Ashton has attended various training courses locally and internationally. Some of these include Basic Seamanship Course, Electronics Repairs Program, Electronic Technician \u2018A’ and among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 195 SELWYN ISAAC:<\/span><\/span> Joined the Coast Guard in 2007. He is presently attached to the Engineering Department (Electrical)<\/span><\/span> <\/span><\/span>and has done several courses locally, regionally and internationally to include, ICS V4 Marine communications System maintenance and operating Course, Basic training Course in International ship and port facility security code (ISPS), Advance Coxswain Course, Human Rights and International Law, International Tactical communication, Outboard Motor Maintenance, Joint Boarding officer Course, Small craft Navigation, Basic engineering Electrical and Mechanical course among others. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 780 SASHA HENRY-MARTIN: <\/span><\/span>Joined the St Vincent and the Grenadines Coast Guard Service on the 20<\/span><\/span>th<\/sup><\/span><\/span> October, 2010 and is attached to the Operations\/Seamanship Department and a Crewmember of the SVG 01 CAPT HUGH MULZAC. Throughout her career AB 780 Sasha Henry-Martin would have completed a number of training locally, regionally and internationally, which molded her into the competent individual that she is today. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

These training includes but are not limited to; the RSS Basic Seamanship Course, GMDSS training, Boatswain Mate School, International Tactical Communication Course, First Aid Training and the ongoing ISPS and Port and Flag State training. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 796 ENROY JOHN: <\/span><\/span>Join the<\/span><\/span> <\/span><\/span>St Vincent and the Grenadines Coast Guard Service on October 20, 2010. In 2011, he became a member of the Administrative Department as an Accounts Clerk. AB John was awarded the most outstanding performer within the Administration Department for 2017. He completed the RSS Basic Seamanship course. He has consistently demonstrated that he is a very hard working and reliable officer and is inarguably an immense asset to the department.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 836 FITZROY DAVIS;<\/span><\/span> Joined the Coast Guard in 2008. He is presently attached to the Engineering Department (Electrical).<\/span><\/span> <\/span><\/span>AB Davis has acquired a wealth of knowledge as an electrician, technician, computer repairs, reprogramming, PADI certified, leading diver and cell phone repairs. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 841 JOSH HAMILTON;<\/span><\/span> Joined the Coast Guard in 2008. He is presently attached to the Engineering Department (Mechanical)<\/span><\/span> <\/span><\/span>and has done several courses locally, regionally and internationally to include Basic Diesel, Basic Outboard, PADI diver, Advanced Outboard, Special Weapons and Tactics, Basic Explosive Ordinance devices, Diesel System Overhaul Maintenance, Instructor course among others.<\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

Hamilton is a National Athlete representing the Royal St Vincent and the Grenadines Police Force and St Vincent and the Grenadines locally and internationally running 100 and 200 meter races. He is a strong young leader and has demonstrated that he can lead and influence his peers to do the task assigned. <\/span><\/span><\/p>\n

<\/span><\/span><\/p>\n

ABLE SEAMAN (AB) 810 JEVON LEWIS:<\/span><\/span> joined the St Vincent and the Grenadines Coast Guard Service on the 20<\/span><\/span>th<\/sup><\/span><\/span> October, 2010 and is attached to the Operations\/Seamanship Department and is a Crewmember of the SVG 01 CAPT HUGH MULZAC. <\/span><\/span><\/p>\n

AB Lewis have completed a number of training locally, regionally and internationally which has molded him into the competent Operations\/Seamanship person that he is today. These includes RSS Basic Seamanship Course, Boatswain Mate A among others. <\/span><\/span><\/p>\n
