On Friday January 10, 2020, Commander of the SVG Coast Guard Service, Mr. Brenton Cain officiated over an investiture ceremony at the Coast Guard Base where the newly promoted officers received their rank badges. According Commander Cain, this is the largest promotion that has ever been made in the history Coast Guard Service. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> A visible happy Commander Cain congratulated all of his officers on their promotion. He stated that while he is happy for all of the officers, he is particularly pleased with the enlargement of the senior officer corps at the Coast Guard. He recalled that at one time, there was only one senior officer at the Coast Guard \u2013 \u201cbut there are now a total of six (6) senior officers\u201d. This increase he claimed would provide more opportunities for junior personnel to be promoted up the ranks. Ragguette was promoted to the rank of Lieutenant in September of 2008. Lt Ragguette is an energetic and committed leader and has a lot to offer this Coast Guard as a senior manager. An individual with Ragguette&#8217;s proven aptitude and demonstrated commitment will go a long way in professionalizing the Coast Guard.<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Lt Ragguette is a knowledgeable and competent Engineering Officer and in addition to his engineering duties he continuously guides and supervises the Administrative Department and has been instrumental in the reorganization of the Stores. He is currently the Commanding Officer of Coast Guard vessel \u201cCaptain Hugh Mulzac\u201d, among other portfolio. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Lt Hamlette completed several training courses locally, regionally and internationally. He is also a qualified and certified Polygraph Examiner and has conducted Polygraph examination in a number of RSS States. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; text-decoration:underline; font-weight:bold; color:black;\"><span style=\"font-family:TimesNewRoman;\">TO BE LIEUTENANT<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; font-weight:bold; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; font-weight:bold; color:black;\"><span style=\"font-family:TimesNewRoman;\">SUB LIEUTENANT VINTON JOHN:<\/span><\/span><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> Sub Lieutenant (Sub Lt) 362 Vinton John was enrolled in the Royal St. Vincent and the Grenadines Police Force in 1987 and became a member of the Coast Guard in January 1988. He is assigned to the Operations Department as the Officer in charge of Operations and as the Executive Officer of Coast Guard Vessel Captain Hugh Mulzac. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Sub Lt John has completed several courses in the Caribbean, United States, Canada and Panama.  Maritime Law Enforcement, International Maritime Officer Training Course, Regional Security System (RSS) Senior Leadership, International Defense Management, National Oil Contingency Plan, International Ship and Port Security Awareness Training, Boatswain&#8217;s Mate, Coxswain, Storekeeper, Senior Leadership and Patrol Craft Operator, which he attended at the Canadian Coast Guard College and gained the top student on that particular course.  <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Sub Lt John recently travelled to Netherlands and Barbados on training of the Damen Spa 4207 Offshore Patrol Vessel (Captain Hugh Mulzac) and was among the contingent that made the historic Atlantic crossing. He also recently graduated from the RSS Staff and Command Course. Sub Lt John contributed to the development of the SVG Coast Guard Service Youth Development Summer Programme tremendously as a Coordinator for eleven years. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; font-weight:bold; color:black;\"><span style=\"font-family:TimesNewRoman;\">SUB LIEUTENANT WILLIAM THEOBALDS:<\/span><\/span><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> Sub Lieutenant (Sub Lt) 534 William Theobalds joined the Royal St. Vincent and the Grenadines Police Force\/Coast Guard in July of 1994. He is assigned to the Engineering Department and is the Deputy Engineering Officer and Executive Officer of Coast Guard Vessel Captain Hugh Mulzac.<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Sub Lt Theobalds has completed several training courses locally, regionally and internationally. Some of these courses are Patrol Craft Propulsion Systems Overhaul, Regional Security Systems (RSS) Phase Two Engineering Course, Disaster Response, Board and Rummage, Train the Trainers, Senior Leadership Course, Certificate in Disaster Response and Exercise, Certificate in in Training in Strengthening Tsunami Awareness, Emergency Response and among others.<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Sub Lt Theobalds completed two successful tours as an instructor and Maritime Training Officer at the RSS for a period of two and four years respectively. He is assigned to the Operations Department as Assistant Officer in charge Operations and Officer in charge Coast Guard Sub Base Canouan. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">Sub Lt Durham has completed several courses in the Caribbean, Canada and the United States. He is presently attached to the Operations Department and the Captain Hugh Mulzac as a Navigation Officer. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">CPO John has attended many training courses locally, regionally and internationally. Some of these training courses are; Regional Security System (RSS) Coast Guard Leadership, Training for Police and Prison Officers in Juvenile Justice, Instructor Development Course, Toxic Agent Training, Patrol Craft Commander, Search and Rescue Operations Course, Military Approaches to Maritime Security, Sub Regional Maritime Domain Awareness Workshop, Chief Petty Officer Academy, National Development Course, Disaster Preparedness Operations Specialist, Advance Coxswain Course   and among others.<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\">John instructed locally and at the RSS level on numerous occasions and represented the Coast Guard (St. Vincent and the Grenadines) at various conferences and workshops overseas. <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; color:black;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt; font-weight:bold;\"><span style=\"font-family:TimesNewRoman;\">CHIEF PETTY OFFICER 413 ANTHONY DELPLECHE: <\/span><\/span><span style=\"font-size:12pt;\"><span style=\"font-family:TimesNewRoman;\">Joined the Coast Guard in 1991, he is presently in command of the Electrical Engineering Department and performs his duties with confidence. He is a self-motivated individual who is highly team spirited and leads from the front. CPO Delpleche completed several courses in the Caribbean and the United States, some of these courses are; Regional Security System (RSS) Basic Seamanship, Maritime Law Enforcement, Electrician&#8217; Mate, Incident Command System, RSS Senior Leadership and Protocol Training.<\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt;\"><span style=\"font-family:TimesNewRoman;\"> <\/span><\/span><\/p>\n<p style=\"text-align:justify;line-height:150%;margin-top:0pt;margin-bottom:0pt;\"><span style=\"font-size:12pt;\"><span style=\"font-family:TimesNewRoman;\">CPO Delpleche is an experienced Electrician and is responsible for the supervision and capacity building of personnel under his command. He is also an experienced and skillful boat coxswain. In 2011, he became a member of the Administrative Department as an Accounts Clerk. AB John was awarded the most outstanding performer within the Administration Department for 2017.
