If you are new in town, you may think that you can ignore him but he always commands your attention. Whether he wears his uniform of black and white or yellow and white respect is due. You must slow down and perhaps salute as you pass him. He is a member of the Royal St. Vincent and the Grenadines Police Force. Do not think that he is drunk because you see him lying prostrate; he neither drinks nor smokes. That is the normal work position of all in that troupe.
You may not be issued with a speeding ticket. However, the speed limit musts be observed otherwise you would be jolted to your senses as you pass him. Regulating the flow of traffic is part of his duties in Law Enforcement. He is anxious to protect and serve.
Since he joined the Force, his rank and salary has basically remained the same. He is a proud constable. No matter how hard he works nor how much additional raining and education he gets there is no promotion. He longs for the day when there is qualifying police exam or a Community College course so that he may improve his status. For this reason, he is not motivated to study the law nor keep abreast with current affairs by reading the newspapers.
If you choose to report a matter to him be assured that it will be under investigation. Is it reasonable to expect progress when he is only a Sleeping Policeman? Those in his troupe may be the only ones getting a little sleep. The others in the various other posts, may be subjected to uncomfortable, cramped living conditions that often keeps them awake. Inadequate numbers of vehicles, and lack of equipment may have inadvertently swelled the ranks of Sleeping Policemen. It is not that many reported matters are not being attended to, but the lack of facilities and personnel have slowed progress.
If he is not immediately visible, he may be part of the undercover squad. Make sure your license and insurance are up to date. The Sleeping Policeman, in his prostrate position, keeps his eyes, ears, and nose close the ground. He operates without fear or favor. If he was in charge of the Drug Squad, there would be no distinction between Marijuana Farmers. All their produce of Cannabis Sativa, would be accepted for processing into medicine, and no one would be sent to jail. If he was stationed at our ports, Politician, Priest, and Pilot would be subjected to the same search as everyone else. If he was in the Sexual Offences Unit, from the Rich High and Mighty to the Lowly Citizen would be treated the same. If the Sleeping Policeman was in charge of employment, not only Sanitation Workers would be given back their work, but Police, Nurses, Teachers, and Civil Servants as well.
The Sleeping Policeman is always on duty faithfully working without murmuring nor complaining. Others riding over him make no difference. Painted or unpainted, in or out of uniform, he works steadfastly.
