The Government of St. Vincent and the Grenadines is taking concrete steps to establish a national digital identity system and modernize its civil registration infrastructure, with a series of in-country working sessions currently underway in Kingstown.

The sessions, held under the Civil Registry (CR) and Unique Identification (UID) Project, form part of the broader Caribbean Digital Transformation Project (CARDTP) and bring together key government stakeholders alongside a visiting technical team from Price Waterhouse Coopers (PwC), the firm contracted to provide implementation support for the initiative.

Spanning seven days, the sessions are structured in two phases. The first focuses on the Unique Identification system, covering system design, interoperability, identity verification processes, approval workflows, and the secure management of identity data. Practical exercises and workflow reviews are also being conducted to assess operational readiness and identify any gaps in procedures or infrastructure.

The second phase turns attention to the Civil Registry, examining the legal, policy, governance, and operational frameworks needed to support improved service delivery — including future online services, digital certificate validation, and related digital transactions.

A National ID Committee working session is also scheduled as part of the programme to review priority policy matters and guide next steps across major components of the project.

The sessions are expected to conclude with the consolidation of a baseline implementation package, confirmation of key integration and operational decisions, and agreement on a forward action plan with defined responsibilities and timelines.

The Civil Registry component aims to improve the registration and management of vital events, such as births and deaths, enhancing the accuracy, reliability, and accessibility of official records. The Unique Identification component is designed to enable secure identity verification, making it easier for citizens to access government services and for agencies to deliver them more efficiently.

The Government described the milestone as a reflection of its continued commitment to digital transformation and to building more efficient, secure, and accessible public services for all Vincentians.
